　　危險廢物意外事故是指危險廢物在產(chǎn)生、收集、貯存、處理等環(huán)節(jié)上出現(xiàn)了擴散、流失、泄漏、人員受傷等情況。

　　三. 指揮系統(tǒng)與職責

　　成立以（副）總經(jīng)理為主要負責人，人事部及各部門負責人參加的危險廢物意外事故處理領(lǐng)導小組，負責組織、指揮、協(xié)調(diào)意外事故發(fā)生時的緊急處理工作。

　　III. Command System and ResponsibilitiesA leading group for handling hazardous waste accidents, with the (Deputy) General Manager as the primary person in charge and the participation of the Human Resources Department and heads of various departments, shall be established to organize, direct, and coordinate emergency response measures in case of accidents.

Additionally, they are tasked with organizing and coordinating the evacuation of on-site personnel and ensuring the safety of investigation and sampling.

　　人事部負責保障意外事故緊急處理時所需危險防護用品的供應。

　　The Human Resources Department is responsible for ensuring the supply of hazardous protective equipment needed for emergency handling of accidents.

　　環(huán)保課負責危險廢物的集中、收集、轉(zhuǎn)貯、防止損失加重。

　　四、危險廢物意外事故防范措施

　　1.不同品種危險廢物分別存放在不同容器中，不得混合。

　　1.1 意外事故現(xiàn)場立即進行處理，包括灑散危險廢物的再收集，必要時采樣監(jiān)測，由環(huán)保課 生產(chǎn)車間負責。

　　V. Emergency Response to Accidents

　　After the occurrence of an accident, the factory's hazardous waste accident command group shall initiate corresponding emergency measures according to the different levels of the accident:

　　Level 1 Response:

　　1.1 Immediate handling at the accident scene, including the recollection of scattered hazardous waste and sampling monitoring if necessary, shall be undertaken by the environmental protection department and the production workshop.

　　1.1.1 若屬危險化學廢液少量灑漏，立即用水清洗。

　　1.1.1 If a small amount of hazardous chemical waste liquid is spilled, immediately clean it up with water.

　　1.1.2 若屬廢油少量灑漏，立即用廢紙或棉紗擦干凈，帶油廢紙或棉紗集中送到廢棄庫按危險廢物處置。

　　1.2 意外事故報告：48小時內(nèi)向衛(wèi)生局、環(huán)保局主管部門報告調(diào)查、處理、搶救工作情況，由總務課負責。

　　2.1.1 If a large amount of hazardous chemical waste liquid is spilled (resulting in environmental pollution of 50-200 square meters in the factory area), immediately use wood powder or cotton yarn to absorb the waste liquid. 　　3. 1.1 若屬危險化學廢液大量灑漏，（導致廠區(qū)環(huán)境污染200㎡以上），立即用大量沙土吸收廢液，產(chǎn)生沙土送到廢棄物指定地點按危險廢物處置。

　　3.1.1 If a large amount of hazardous chemical waste liquid is spilled (resulting in environmental pollution of over 200 square meters in the factory area), immediately use a large amount of sand to absorb the waste liquid, and dispose of the resulting sand as hazardous waste at the designated waste disposal site.

　　3. 1.2 若屬廢油大量灑漏，（導致廠區(qū)環(huán)境污染200㎡以上），立即用棉紗吸收廢油，然后用大量沙土吸收廢油，然后用木粉擦干凈帶油地面，產(chǎn)生的帶油木粉或沙土送到廢棄物指定地點按危險廢物處置。

　　某區(qū)環(huán)境監(jiān)察支隊執(zhí)法人員到某從事醫(yī)用鉛屏蔽材料的加工生產(chǎn)企業(yè)進行現(xiàn)場檢查，發(fā)現(xiàn)該企業(yè)存在如下環(huán)境問題：

　　一是該企業(yè)未辦理環(huán)評審批，未申請竣工驗收。

　　Attachment: Actual Case: Law enforcement personnel from the environmental supervision detachment of a certain district conducted an on-site inspection at a processing and production enterprise engaged in medical lead shielding materials. The following environmental issues were found at the enterprise: Firstly, the enterprise had not obtained environmental impact assessment approval and had not applied for completion acceptance.

　　二是該企業(yè)生產(chǎn)過程中產(chǎn)生的含鉛廢渣臨時堆放在彩鋼板搭建的簡易棚下，堆放場所地面無防滲漏措施，且混有生活垃圾；含鉛廢渣收運未簽訂合同。

　　Secondly, the lead-containing waste residue generated during the production process of the enterprise is temporarily stored under a simple shed made of color steel plates. The ground of the storage site lacks anti-leakage measures and is mixed with household waste. No contract has been signed for the collection and transportation of lead-containing waste residue.

　　三是該企業(yè)廠區(qū)北側(cè)的洗手池下水管道與廠區(qū)北側(cè)外的明溝相連，因為工人洗手廢水外排，溝內(nèi)有明顯鉛渣。

　　Thirdly, the sewage pipe of the washbasin located on the north side of the enterprise's factory area is connected to the open ditch outside the north side of the factory area. Due to the discharge of wastewater from workers washing their hands, there are obvious lead slag deposits in the ditch.

　　四是該企業(yè)鉛熔化工藝中產(chǎn)生的廢氣無收集處理設(shè)施，未經(jīng)處理直接排放至外環(huán)境。

　　Fourthly, the enterprise lacks collection and treatment facilities for the waste gas generated during the lead melting process, and discharges it directly into the external environment without treatment.

　　五是該企業(yè)廠區(qū)內(nèi)機油溢漏嚴重。

　　Fifthly, there is a serious oil spill issue within the factory premises of the enterprise.

　　某區(qū)環(huán)保局對該企業(yè)未辦理環(huán)評手續(xù)，環(huán)保設(shè)施未經(jīng)竣工驗收，已投入正式生產(chǎn)等環(huán)境違法行為進行處罰，罰款金額為24.5萬元。

　　The environmental protection bureau of a certain district imposed a fine of 245,000 yuan on the enterprise for environmental violations such as failing to go through environmental impact assessment procedures, failing to conduct completion acceptance of environmental protection facilities, and having already put them into formal production.
